SmartSTART - Train to Become a Substitute Teacher

In response to a nationwide shortage of substitute teachers, the SmartSTART program was designed to recruit, select and train persons who hold a Bachelor's degree, but are not certified teachers, to become emergency day to day substitute teachers. Regionally the shortage of substitute teachers has become critical, and school districts in areas cannot provide an adequate number of substitute teachers for their students.

About SmartSTART

Smart START is a joint effort between the Human Resources office and Staff Development Services at the Allegheny Intermediate Unit (AIU).

History

In April 2001, the Pittsburgh Foundation invited AIU staff and PSEA representatives to participate in a focus group to brainstorm possible solutions to the substitute shortage problem in regional school districts. This group developed a menu of approaches to address the shortage and encouraged the AIU to develop Smart START as a pilot program.

A proposal was granted by the Pittsburgh Foundation and the Grable Foundation to provide partial funding for the program. Requests were made to several other foundations for additional funding to support Smart START.
